Last October, he was on a panel of judges that issued an order preventing a 17-year-old illegal immigrant detained in Texas by US authorities from immediately obtaining an abortion.

Analysts say that could have weighed in his favour with the White House, given that the Supreme Court may at some point be asked to rule on matters arising from Special Counsel Robert Mueller's ongoing Russia-related investigation.

Senate Majority Leader Mitch McConnell has said they will hold a confirmation vote this fall.

In his remarks on Monday, Kavanaugh sought to spotlight his bipartisan credentials.

Kavanaugh also played a lead role in drafting Starr's report following an investigation into Clinton. "I support President Trump's nominee, and I hope the Senate will move expeditiously to confirm Judge Kavanaugh, a high quality and uniquely qualified nominee".

"He has written nearly entirely in favor of big businesses, employers in employment disputes, and against defendants in criminal cases", according to Adam Feldman of the Empirical SCOTUS blog. Heidi Heitkamp - voted "yes" on the confirmation of his first Supreme Court nominee, Neil Gorsuch.
