The previous transfer rule, which required student-athletes to get permission from their current school to contact another school before they can receive a scholarship after transfer, was meant to discourage coaches from recruiting student-athletes from other Division I schools.

To address one specific concern, the Council specified that midyear enrollees can not use the exception to play a bowl game before their first academic term.

The NCAA announced two major rules changes to the college athletics landscape Wednesday.

Previously, only players who did not play a snap in a season or were sidelined by injury before playing in more than four games were generally granted redshirts by the NCAA.


Under the new rule, athletes would be permitted to be contacted when they notify their current coaches, who have two days to enter the names into a database created and managed by the NCAA that will alert schools who can be recruited.

It removes the upper hand that schools have long held over student-athletes looking to transfer. The NCAA notes, however, that conferences can enact rules that are more restrictive than the national rule.

Berry was extremely optimistic about the proposal's chances following the AFCA Convention in January, was less positive in March and cautious in April, when the proposal was tabled over questions about timing, the number of games and potential application to other sports.

The previous system required student-athletes wishing to transfer to get permission from their current school before contacting another school, and receiving a post-transfer scholarship offer. Golfers, tennis players and other athletes in traditionally nonrevenue sports can transfer one time without sitting out.

The old rule was meant to discourage other schools from tampering with student-athletes.
