No military measures were immediately announced, but in a clear warning to the USA and its allies, Col. Gen. Sergei Rudskoi of the Russian military's General Staff said Moscow could boost Syria's Soviet-era air defense assets with batteries of state-of-the-art S-300 missiles.

Mr. Nebenzia also called for the UN Security Council to meet again on Friday to discuss the possibility of Western military action.

Inspectors from the Organisation for the Prohibition of Chemical Weapons are expected to arrive in Syria over the weekend to investigate the reported attack, following an invitation from Damascus.

What is the West planning?

Turkey welcomed the air strikes targeting the Assad regime as an "appropriate reaction" in retaliation for the suspected chemical attack that left dozens dead.

White Helmets first-responders and Syrian activists have claimed the suspected chemical attack was carried out by the Syrian government on April 7 and killed more than 40 people in Douma, allegations that drew worldwide outrage and prompted Washington and its allies to consider a military response.

Given that Russia has little economic leverage over the United States, officials said it could use an asymmetrical response as it has in the past to counter anti-Russian measures, as when it banned Americans from adopting its children or cut off student-exchange programmes.

According to Reuters calculations, three Russian tycoons targeted by a new list of U.S. sanctions may have lost a combined $7.5 billion in less than a week since the list was announced.

A top leader of Jaish al-Islam, a group which controlled Douma for years, told AFP it was Saturday's attack that forced them to accept a Russian-brokered deal and evacuate.

Russian Foreign Ministry spokeswoman Maria Zakharova said that "the action against Syria came precisely at the moment when the country received a chance for a peaceful future".

Commenting later on those developments, he said that he was ready to put Russia's nuclear forces on high alert in case of "the most negative developments" amid tensions with the West over Crimea. "It will just take more lives and spawn the war elsewhere".

Later, a White House briefing on a call between Trump and May said that they "continued their discussion of the need for a joint response to Syria's use of chemical weapons".

SIMON: At the same time, there was a lot of concern obviously on behalf of the U.S., Britain and France that Russian Federation, that has military assets on the ground there in Syria, might make some kind of military response.

The ruble fell 2 percent against the dollar in morning trading in Moscow and dropped further after Trump tweeted that missiles "will be coming".

Guterres also said a failure to hold someone accountable for the attack could encourage more.

Damascus condemned what it called the "brutal, barbaric aggression" by the U.S. and its allies, adding that the strikes would hinder the OPCW probe into the alleged gas attack in Douma that prompted Saturday's attack. He criticized Washington and its allies for attacking without waiting for inspectors from the global chemical weapons watchdog group to visit Douma, just outside Damascus.
