France urges Russian Federation to join peace push after Syria strike

"Ten days ago, President Trump was saying the United States of America had a duty to disengage from Syria", Macron said during a two-hour grilling on French television, broadcast days after his government joined the USA and Britain in launching strikes against alleged Syrian regime chemical weapons facilities.

"It is our understanding the Russians may have visited the attack site", U.S. ambassador Ken Ward told emergency talks of the Organisation for the Prohibition of Chemical Weapons (OPCW) in The Hague.

His deputy minister, Sergei Ryabkov, said the mission can not access the site without a United Nations permit. "Russian Federation must really come to the table", he said.

The event did not take place, he said.

A draft resolution circulated by the three countries and obtained late Saturday by The Associated Press would condemn all use of chemical weapons, especially the April 7 attack in Douma.

In the aftermath, the remnants of a rebel army evacuated, handing Assad one of the biggest victories in a war that has killed about half a million people and laid waste to whole cities.

Britain's Ambassador Peter Wilson said in The Hague that the United Nations had cleared the inspectors to go but they had been unable to reach Douma because Syria and Russian Federation had been unable to guarantee their safety.

Trump tweeted "Mission Accomplished" on Saturday after US, French and British warplanes and ships launched more than 100 missiles almost unopposed by Syrian air defences.

The night time assault on Syria was carefully limited to minimise civilian casualties and avoid direct conflict with Russian Federation, but confusion arose over the extent to which Washington warned Moscow in advance.

"The only solution is a peace process through the Security Council", said Blok, who met his Russian counterpart Sergei Lavrov in Moscow on Friday.

However, Mr Macron said that by joining forces with France and the United Kingdom for last Saturday's air strikes, the USA "fully realised that our responsibility went above and beyond the war against IS, and that it was a humanitarian responsibility as well on the ground".

The allies fired missiles early on Saturday at three chemical weapons facilities in Syria to punish the regime for the alleged attack on the town of Douma. Secretary Mnuchin will be announcing those on Monday if he hasn't already and they will go directly to any sort of companies that were dealing with equipment related to Assad and chemical weapons use.

It seeks answers from Syria on gaps in its chemical weapons declaration to the Organization for the Prohibition of Chemical Weapons.

Within the European Union, which is due to hold an worldwide donor conference for Syria next week, most governments now agree that Assad can not continue as president for peace talks to succeed.

The Western leaders also faced scrutiny at home over their actions. But diplomats foresaw no decisions on Monday, especially against Russians.

The allies could not wait "to alleviate further humanitarian suffering caused by chemical weapons attacks", according to excerpts of her speech.

However, EU diplomats cautioned that until European governments had more idea of what the United States was planning, it was not possible to quickly follow suit.

'The only way out of this is through negotiations, ' he said.

Labour leader Jeremy Corbyn, writing in The Guardian, said: "The military action at the weekend was legally questionable". Prime Minister Edouard Philippe on Monday will respond to their criticism in a debate in parliament on Monday afternoon.
