Officers controlling the helicopter notified cops on the ground that Clark had just shattered a window with a toolbar and was now heading to the front of the house, later revealed to be a residence he shared with his grandparents, and looking into a vehicle. They were placed on paid administrative leave while the shooting is investigated by district and city attorneys and the Office of Public Safety Accountability, the police said.

No gun was found and only the cellphone was found near his body when more officers arrived and approached him about five minutes after the shooting, the department said.

Following the investigation into the deadly shooting, the Sacramento Police Department reported that no firearms were located at the scene.

Officers responded to the area along 29th Street and 69th Avenue after reports that a man had been breaking into cars.

Black Lives Matter Sacramento called it a police murder and wants quick answers.

The man shot and killed by police in South Sacramento Sunday night was identified by family as 23-year-old Stephen Clark.

This press release is a summary of the facts known at this time. The caller reported to the authorities the man had broken vehicle windows and was hiding in a backyard, the authorities said.

The police department also released video Wednesday from a Sacramento Sheriff's Department helicopter. The department says officers "gave the suspect commands to stop and show his hands", but that he "immediately fled from the officers and ran towards the back of the home".


STAR then advised police that Clark had just picked up a "toolbar" and broke a window to a residence, before running south towards the front of the residence, where he stopped and was looking into another vehicle. Following deputies' directions, officers entered the frontyard of a home and observed the suspect along the side of the residence.

After shooting close to 20 shots at Clark, the officers continue shouting for Clark to show his hands. He was then seen running to the front of a house, the statement said.

Law enforcement said they thought Clark had a gun when he "extended in front of him" an "object" as he moved toward two officers. "Each officer fired 10 rounds".

His grandmother Sequita Thompson was at home that night and heard the gunshots.

The videos were released Wednesday afternoon after police met with Clark's family members to allow them to view the materials first. According to the Bee, Clark's girlfriend Salena Manni said the phone Clark held belonged to her. The only item found was a cellphone. A statement released Monday night reports police believe the damage was caused by Clark. A nearby home also had a sliding glass door shattered, they said.

Both the officers at the scene were wearing body cameras. Chandler said it would also include footage shot by sheriff's deputies from the helicopter.

The police department is expected to release all the relevant footage within 30 days.

Clark left behind two sons, 3 and 1 years old. His brother Stevante said the family wish to lay him to rest next to his other sibling who was killed a few years ago.
