Defence Budget Insufficient To Counter 'Hostile' Neighbours China, Pakistan, Says Indian Army

The Defence Ministry had appointed a committee headed by Lt Gen Phillip Campose, the then army's Vice Chief, for reviewing the security setup of military bases and suggesting improvements. The Army also said that they already have committed payments of Rs 29,000 crore on 125 on-going schemes.

The Army has informed the government that now, most of the equipment it holds can be categorised as vintage. "The possibility of a two-front war is a reality, and speaking about it, it is important that we are conscious of the issue and we pay attention to our modernisation and filling up our deficiencies".

The Army does not have enough money to pay for emergency purchases that it made in the aftermath of the Uri attack, the surgical strikes, and the Doklam standoff, nor are there adequate resources to undertake the construction of strategic roads on the China border.

"Peace in the neighbourhood has also been slightly affected by the recent incidents in Maldives. More than ever, there is an increasing obligation to ensure that our nation cements its military capability and is recognised as a net security provider in the South Asia region", he said.

"We in Army have identified as many as 25 projects for Make in India".


"There isn't adequate budget to support this".

In contrast to the requirement of the armed forces to have one-third of its equipment in the vintage category, one-third in the current category and one-third in the state-of-the-art category, the report states that "the current position in the Indian Army reveals that 68 per cent of equipment is of vintage category, just about 24 per cent of the current category, and only eight per cent of the state-of-the-art category".

The panel said it took a series of attacks and numerous casualties before the Vice Chief was delegated financial powers to spend Rs 14097 crore for strengthening "perimeter security". "The Sunjuwan attack exposes the vulnerability in "perimeter security" and the scant progress made in improving security protocols since the attack on the Pathankot Air Force station in January 2016", it said.

The low budget this year - the Army has been given Rs 17, 756 crore less than what it had requested for - will have severe consequences for the China border as well, as strategic work will be stalled.

"The committee opine that the security of the Nation is paramount and safety of those defending the country can not be left in a state of abandonment". Apart from using the old age equipment, it was also found that the Indian Army also lacks funds to expand its wings towards modernisation.
