Mr. Duterte made the remarks in a speech to former rebels last week, but the comments went largely unreported because he was speaking in his native Visayan dialect.

Duterte then took it further adding that, "If there is no vagina, it would be useless", indicating - as typical patriarchal fascists do - that women are worthless without their genitals.

President Rodrigo Duterte ordered last Friday the scrapping of a 233 million-U.S. dollar helicopter deal after the Canadian government made a decision to review the deal due to concerns the Philippine armed forces might use the utility helicopters in counter-insurgency operations.

Duterte's controversial comment was included in an official transcript of the speech released by the Presidential Communications Office.

"Either she steps down or I will file a case against her", said Duterte about instructions he gave Executive Secretary Salvador Medialdea who had called Licuanan to tell her to resign. "Maybe I will even congratulate you for having the balls to rape somebody when you know you are going to die".

In May a year ago, he told soldiers he would protect them against criminal charges even if they rape three women while implementing martial law in the southern region of Mindanao.

In the lead-up to his presidential election win in 2016, critics were outraged when he recalled a 1989 prison riot in which an Australian missionary was killed, and inmates had lined up to rape her. Then he said: "If you had raped three, I will admit it, that's on me". "What a waste", he said.


Duterte regularly denigrates and threatens women, but when questioned he says it was just a joke. Just last week his spokesman, Harry Roque, accused women of "overreacting" to the president's comments.

"I mean, that's amusing. Come on. Just laugh", he said. The official transcript notes that the audience laughed.

Several women's rights activists have condemned Duterte's latest violent remark.

Human Rights Watch researcher Caloy Conde said in a statement that Duterte's remark was "the latest in a series of misogynist, derogatory and demeaning statements he has made about women".

Carlos Conde, a Human Rights Watch representative in the Philippines, added: 'It encourages state forces to commit sexual violence during armed conflict, which is a violation of global humanitarian law'.
