The DACA programme created by former president prevents deportation of people who arrived in the USA as minor.

House Republicans considered on Tuesday a stopgap bill to fund the US government through February 16 to avert a shutdown, but the measure would not include Democrats' demands for protections for young people brought to the United States illegally as children.

Attorney Catherine Ferrigno says the federal courts decision to block the Trump administration from ending DACA only applies to current recipients or people who have had DACA status in the past.

Democrats meanwhile are arguing that with a bipartisan immigration deal finished, Republicans should at the very least put it on the floor to avoid a shut down.

The House could vote as early as Thursday on the stopgap measure, but would need to rely on GOP votes to pass it. "I stand behind every word that I said", Durbin told reporters in Chicago on Monday.

"Because we are ready willing and able to make a deal, but they don't want to".

The negotiating climate has become increasingly poisonous after a sudden halt last week in talks toward a deal to shield the Dreamers from deportation. Lawmakers most recently reached a short-term funding deal in late December to keep the government open for less than month.

Meeting attendee Sen. Lindsey Graham, R-S.C., did not deny that Trump made those comments.

MSNBC reported that Durbin said of the president's tweet that denied the language used, "It is not true".

"I think Americans, Wisconsinites are going to find that all the false demagoguery against the tax bill was exactly that - false", he said. "They are all talk and no action", Trump tweeted.

With a January 19 government funding deadline rapidly approaching, attempts to pass a longer extension to avoid a shutdown have been caught up in a fight over the future of the Deferred Action for Childhood Arrivals, or DACA, program and President Donald Trump's comments on it.

"I think he is a racist", said Rep. John Lewis, a Georgia Democrat and icon of the civil rights movement.

The US Citizenship and Immigration Services said that the DACA program will be operated "on the terms in place" before it was rescinded last September, reported CNN, citing a statement posted online on Saturday. And the issue of how to move forward on DACA in March is the primary sticking point holding up a funding package.

These are familiar themes, of course: the vulgarity, the racially-charged comments, the notion that Trump changes his mind based on the last person he's spoken to are tropes you could apply to half the big news from the previous year. "But I don't think the Dems want to make a deal and the folks from DACA should know, the Democrats are the ones that aren't going to make a deal", said President Trump. Dick Durbin of misrepresenting the discussion on immigration during a recent meeting at the White House. But it was not yet clear whether Majority Leader McConnell would schedule it for a floor debate and vote. Trump announced a year ago that he will end the Obama-era DACA program unless lawmakers come up with a solution by March. The ruling requires DHS to process work permit renewals, but it does not require the department to accept new applicants.

Lawmakers are trying to combine some form of relief for DACA immigrants along with enhanced border security, including a wall along the Mexican border, sought by Trump.
