"I don't think we fully realized how many pharmaceutical plants were on Puerto Rico", said Lance Ballard, Director of Pharmacy at Clark Memorial Hospital's Director of Pharmacy.

"We expect that the shortage of IV saline fluids will improve in early 2018, with continuing improvements in the weeks ahead", Scott said in a statement.

"It may sound scary to the public but as technicians we know how (much saline) we truly need".

With so many FPL customers and employees having strong ties to Puerto Rico, FPL said in a news release that it "feels a responsibility to help get the lights back on and return a sense of normalcy to the island".

Baker says he plans to work with the Legislature to provide additional state funding for any district that needs it to help with the influx of new students.

Hospitals have been substituting pills for IV-administered drugs when possible, changing dosing schedules or injecting drugs directly into a vein, what's called I.V. push.

As a result of using this method, they have moved syringe production and loading of medications into pharmacy, another workflow disruption.

Baxter says it's been shipping those to USA hospitals since October, but hospital officials say that hasn't been enough. And he plans to make sure it's earmarked for that objective, rather than leaving it up to the Trump administration to split up the dollars with Texas.

All of the island's 3.5 million residents lost power due to Hurricane Maria in late September.

Puerto Rico is a hub for medical pharmaceuticals - the island produces $40 billion in pharmaceuticals for the USA per year.

Blumenthal said it was "heartbreaking and gut-wrenching" to visit the island, describing how he and Murphy walked through Cano Martin Pena, a downtown San Juan neighborhood that was engulfed in darkness.

That was a common theme throughout the state, as health officials said they've been able to cope with the shortage without compromising care. The company told CBS News they produce "tens of millions of sterile IV solutions" every year.

Despite what the people on the island have faced, Corbitt said he's hopefully for the people of Puerto Rico.

BJC HealthCare has been centrally monitoring and internally managing the shortage since the plants shut down, and we have optimized our inventory over the past several months.
