The couple were initially charged with torture and child endangerment-with bail set at $9 million each-after being interviewed by police.

"There are cases that stick with you, that haunt you", Riverside County California District Attorney Mike Hestrin said Thursday.

A California district attorney gave gruesome details Thursday regarding the type of abuse the 13 Turpin children regularly faced from their parents, who have been charged with torture.

During the press conference, Hestrin indicated that one of the children, a 12-year-old child, had the weight of a 7-year-old. "They lack a basic knowledge".

"Evidence in the house suggests the victims were not unchained to go to the bathroom".

The victims were not allowed to shower a couple of times a year, he said.

Prosecutors said the victims reported as punishment, starting years ago, they began to be tied up with ropes, with one victim hogtied.

A public defender will represent David Turpin, and, due to a conflict of interest for the public defender's office, another lawyer has been appointed to represent Louise Turpin.


The 13 siblings who were held captive by their parents and routinely beaten and strangled in a Perris, California, home were allowed to shower only once a year.

"I want to reach out to the kids, I want them to know that for years we begged to Skype, we begged to see them, the whole family", Elizabeth Jane Flores said tearfully in an interview today on ABC News' "Good Morning America" with co-anchor Robin Roberts. She says of the parents: "They deserve no mercy". Similarly, the children were not allowed to play with toys but authorities found a number of unopened toys in the home. "The victims were provided with food and beverages after they claimed to be starving".

Numerous children did not understand the term medication or know what a police officers was.

"In more than 20 years as a prosecutor in Riverside County, this is one of the most disturbing cases I've seen", Hestrin said.

Hestrin said the 17-year-old who escaped and sought help had been planning the escape with her siblings for two years.

Another sibling escaped with her, but turned back out of fear. In addition to being malnourished, several of the victims have become cognitively impaired as a result of their extreme abuse.

Mr Hestrin said he believed the family's nocturnal habits, staying awake all night and sleeping all day, contributed to the Turpins' ability to escape notice.

There were more than 3,000 private schools registered with the California education department in September 2017.
