North Korea accepts proposal for talks next week on Olympics

If South Korea and Japan had total nuclear capacity to act on their own, the North Koreans' nuclear efforts would be futile against the United States because then South Korea and Japan could protect themselves against North Korea.

North Korean leader Kim Jong Un opened the way for talks with South Korea in a New Year's Day speech in which he called for reduced tensions and flagged the North's possible participation in the Winter Olympics.

When talks enter a stage of dealing with more serious issues such as economic, humanitarian or military matters, the South must be prudent and cautious.

During the talks, North Korean officials reportedly said direct dialogue with the South is an important factor in deciding whether to take part in the Games.

Asked on the ABC program "This Week" whether the president's tweet was a good idea, Haley said: "I think that (Trump) always has to keep Kim on his toes".

The White House also released a statement on the phone conversation between the two leaders, but it put its focus on Presidents Moon and Trump agreeing to quote "continue the campaign of maximum pressure against North Korea" and 'not repeat mistakes of the past.' (STANDUP) While the annual joint military drills are postponed and not cancelled, the agreement between Presidents Moon and Trump will likely create some momentum toward deescalating tensions on the Peninsula ahead of the 2018 PyeongChang Winter Olympics. During his New Year's address on January 1, Kim described the Pyeongchang Olympics as a great event for the Korean nation and hinted that he would be willing to send a North Korean delegation to the Olympic Games and to participate in inter-Korean talks to make that a reality. The last meeting between North and South Korean officials of ministerial rank or higher occurred in August 2015, when National Security Advisor Kim Kwan-jin and Unification Minister Hong Yong-pyo from South Korea and Korean People's Army General Political Bureau Chief Hwang Pyong-so and Korean Workers' Party Central Committee Secretary Kim Yang-gon from North Korea met after South Korean soldiers were maimed by a landmine that blew up near the DMZ.


"I'd like to see them getting involved in the Olympics and maybe things go from there. It could be a meeting about the Olympics and nothing else happens". Their ultimate objective lies in the denuclearisation of North Korea.

If defectors are found in China they are forcibly repatriated to North Korea.

Japanese Defence Minister Itsunori Onodera sounded a note of caution about the proposed talks.

The developments have raised hopes that progress can be made toward broader negotiations over North Korea's nuclear weapons program, though significant barriers remain. It ought to keep a close consultation with the USA to send a united message.

He said: "First of all, we don't even really know that you have missiles and nuclear weapons that you suggest you have".
