Mulvaney said that he thought that the shutdown would have been over by Monday morning, and speculated that Senate Democrats' effort to block the initial short-term spending bill Friday was merely an attempt to deny Mr. Trump the weekend at Mar-a-Lago to celebrate his first year in office.

The budget director appeared on three Sunday morning shows to offer the administration's view of the impact of the federal government shutdown and the status of negotiations to end it.

Then a congressman, Mulvaney was among a faction on the hard right that bullied GOP leaders into a shutdown confrontation by insisting on lacing a must-pass spending bill with provisions created to cripple President Barack Obama's signature health care law.

MULVANEY: If you have 51 votes in the Senate, then you have to have Democrat support in order to keep the government, to fund the government. He accused the Obama White House of purposefully closing high-profile federal sites to reap political gain.


"We are going to manage the shutdown differently". I have to laugh when people say that. Lindsey Graham, South Carolina Republican, said certain White House aides keep derailing immigration talks, which in part led to the shutdown. "How is that not exactly what is happening today?"

Mulvaney also backed a Trump posting on Twitter Sunday suggesting the "nuclear option" be used to change Senate rules requiring 60 votes. "This is pure politics".

Discussions on protections for those brought to the US illegally as children - known as Deferred Action for Childhood Arrivals or DACA recipients - became entangled in budget talks when Democrats said they would not support any form of a spending bill, unless these protections were addressed. "They need to vote to open the government tonight or tomorrow and then we can start talking about those bigger issues".
