Overall, around Euro 1 billion of public funding would be invested by 2020, and private members of the initiative would also add in kind contributions.

The European Commission's proposal claims that European institutions and businesses are now at a disadvantage when it comes to protecting their sensitive data.

He added: "With the EuroHPC initiative we want to give European researchers and companies world-leading supercomputer capacity by 2020 - to develop technologies such as artificial intelligence and build the future's everyday applications in areas like health, security or engineering".

The European Commission, the EU executive, said it would contribute around 486 million euros ($580 million) for a "High Performance Computing (EuroHPC) infrastructure", that would then be matched by EU nations.

Expertise built up in the first phase would help Europe go beyond petaflops for the second stage of its research project and aims, by 2023, to make a machine that can breach the exaflop barrier.


The EuroHPC joint undertaking will be operational in 2019-2026. Of that amount, $589 million will come from the EU.

The EU says it is "behind" when it comes to supercomputers, and plans to invest $1.2 billion in at least four of the machines. The report recommended that Europe should align its exascale efforts with those of the other major players, while also increasing the EC's funding contribution.

There are of course quite a few supercomputers located around the world, but few are with the grasp of the Gagglers. The current European HPC strategy provides no clear path for doing this.

13 countries have formally signed up to the initiative, launched in March previous year, to develop computers that can perform at least a hundred quadrillion (that's a million billion) calculations per second.

The European Commission has unveiled plans to spend 1bn euros creating "world class" supercomputers.

On Thursday, the European announced plans to develop a sophisticated supercomputing plan in a bid to compete with the likes of China, Japan and the United States. And since HPC is increasing seen as a critical driver to economic performance and societal advancement, Europe has as much at stake in this regard as any other leading economy.
