Additionally, the budget again increases state support for the University of California and the California State University by 3 percent. Amidst growing uncertainly at the federal level, the budget again provides funding to increase health care coverage to low-income Californians under the federal Affordable Care Act (ACA).

According to the progressive Observer blog, the California Democratic Party's progressive leadership blames Jerry Brown for suppressing efforts to ban hydraulic fracturing ("fracking"), offer "debt free" college, and implement the National Nurses United's single-payer healthcare plan.

Timothy White, Cal State's chancellor, called the proposed budget "both concerning and surprising". It includes $2.8 billion to fix roads, highways and bridges.

Assemblyman Vince Fong, a Republican from Kern County and a former staffer of House Majority Leader Kevin McCarthy, said the forecast windfall was evidence that a gasoline tax increase passed by Democrats previous year was unnecessary.
