House Passes Concealed Carry Reciprocity Bill

"Congress should enact concealed-carry reciprocity legislation, to help implement and enforce the constitutional right to self-defense for millions of law-abiding Americans across the country".

The U.S. House of Representatives' passage of the Concealed Carry Reciprocity Act of 2017 allows a qualified individual to carry a concealed weapon in states that allow individuals to carry concealed weapons. To fix this, national concealed carry reciprocity has been one of the major goals for those who support civil rights and the Second Amendment. "The legislation passed by the House today ensures that people who carry their legal firearm across state borders are protected under the law". As of 2014, all 50 states recognize concealed carry rights, though some states have different statutes regulating such a right. They also include punishments, such as stripping bonuses from political appointees, for states and agencies that don't fully comply.

Hastings predicted the measure was "going nowhere" in the Senate, where Republicans control the chamber but would need backing from eight Democrats to avoid a filibuster.

"The same thing holds true here", he said.

Rep. Jerrold Nadler of NY, top Democrat on the House Judiciary panel, said a background check provision "actually would save lives and should not be tethered" to the concealed-carry bill. Doug Collins, who in my estimation had a dissembled carry license for self-protection reasons, said that, The Bill of Rights is not a analytical movement and that the privilege should not be compromised simply because one traverses to another state.

The bill's conservative defenders argue that in this case their right to bear arms trumps states' rights concerns.

Former U.S. Rep. Gabrielle Giffords, who was severely wounded in 2011, slammed the House vote.

Meanwhile an alert from Erich Pratt, executive director of Gun Owners of America (GOA), claimed Fix NICS "would require that the rolls of Social Security, Medicare, Medicaid, CHIP, and ObamaCare be trolled for recipients with PTSD, ADHD, or Alzheimer's-that is, people who have had guardians appointed", the group's legislative council said it was not arguing the bill would create new categories of prohibited people. However, the Air Force failed to enter the conviction in a federal crime database. The Air Force has discovered several dozen other such reporting omissions since the November 5 shooting.

Penalties will be applied to government agencies for not reporting to the National Instant Criminal Background Check System.

"If you're a felon in the United States, you're not allowed to possess a firearm", Katko, R-Camillus, said.

"National Concealed Carry Reciprocity has been in the making for 30 years and we are on the cusp of making it a reality". "And if someone is a felon, we damn well better know about it when the guy goes to the counter to buy a gun because we'll make sure it keeps it out of his hands".

The bill is now headed to the Senate and then to the Presidents desk.

Texas Sen. John Cornyn, the number two Senate GOP Leader, said on Monday that merging the gun bills complicated the path forward in the Senate and suggested splitting off the background check fix.

Republicans in the Judiciary Committee combined a bill on background checks with the concealed-carry permits measure, a fact Democrats called unfortunate.
