Abella said the PDEA would now elevate the campaign against illegal drugs as it has widened its scope.

Thousands of suspected drug addicts, mostly from poor communities, have been killed in the anti-narcotics campaigns since July 2016.

He said PDEA will operate against high-value targets, especially those who are included in Duterte's narcolist and those involved in street level pushing.

"The PNP shall, at all times, make police visibility as deterrent to illegal drug activities, leaving to the PDEA, however, the conduct of anti-illegal drugs operations", the order read. The same operations also led to the arrest of 113,932.

The drug war was criticized by the administration and opposition lawmakers, the United Nations, and local and worldwide human rights groups for alleged extrajudicial killings supposedly committed by police officers. Advocacy groups have requested Apple Inc.to take them down.
