And the White House says they committed to fully implement all relevant resolutions and to urge the worldwide community to do so as well.

"We will make the USA pay by a thousand-fold for all the heinous crimes it commits against the state and people of this country", the statement said.

Foreign Minister Alan Peter Cayetano met Monday with his North Korean counterpart to convey ASEAN's deep concern about tensions on the Korean Peninsula following Pyongyang's recent missile tests.

According to several diplomats from the Association of South East Asian Nations (ASEAN), Vietnam wanted the text to explicitly oppose the building and militarization of artificial islands in disputed waters.

"We've not had an extended period of time where they have not taken some type of provocative action by launching ballistic missiles", he said. The new sanctions are stronger than past measures but are still unlikely to lead Kim Jong-un to abandon his nuclear program voluntarily. The Trump administration is cautiously embracing China's apparent newfound cooperation.

U.S. Sen. Lindsey Graham of SC said last week that Trump is ready to strike North Korea.
