Donald Trump to order investigation into Chinese trade practices

Trump planned to launch the trade investigation more than a week ago, but he delayed the move in favor of securing China's support for expanded United Nations sanctions against North Korea, the senior administration official said. He will also address a press conference. This past week, Trump said he could soften his views on trade if China stepped up its assistance, leading to speculation that the investigation could be a negotiating tactic.

According to Trump advisors, on Monday, the president plans to sign an executive memorandum, which is a step below an executive order, directing trade officials to investigate China's "acts, policies or practices" that violate global protections for American intellectual property, innovations and technology.

Trump and Chinese President Xi Jinping (習近平) spoke by telephone on Friday night, reiterating their mutual commitment to denuclearize the Korean Peninsula, the White House said in a statement. Lighthizer can do so under Section 302 (b) of the Trade Act of 1974, which outlines the process by which USTR can initiate an investigation "by means other than petition", a senior official told reporters on August 12.

The Chinese policies of an American company to enter into a join venture with a Chinese company to do business is "not fair", the official said. "They should not be forced to turn over the fruits of their labor".

The official, who was speaking on the condition of anonymity, said that he doesn't believe this will lead to a period of conflict between the USA and China, adding, "this is simply business between two countries". "Those activities haven't abated; they've accelerated as China seeks to become self-sufficient in new technologies and dominate world markets", he said.

An op-ed in state-owned newspaper the Global Times said Friday that China should make it clear it will "stay neutral" if the North launches missiles that threaten American soil, even if the USA retaliates.

"President Trump is committed to protect America's intellectual property and national security", the official said. Trump made addressing the US trade deficit with China a centerpiece of his campaign previous year and has suggested raising tariffs on goods from China. The process among other things include hearing and giving the Chinese an opportunity to present their point of view.

When reports of the potential trade investigation first emerged more than a week ago, China's Commerce Ministry stressed the importance of U.S. They know how I feel. Responding to a question, a senior administration official said many other countries are facing similar problem with respect to China.
