Donald Trump to order investigation into Chinese trade practices

Trump planned to launch the trade investigation more than a week ago, but he delayed the move in favor of securing China's support for expanded United Nations sanctions against North Korea, the senior administration official said. According to Trump advisors, on Monday, the president plans to sign an executive memorandum, which is a step below an executive order, directing trade officials to investigate China's "acts, policies or practices" that violate global protections for American intellectual property, innovations and technology.

Trump and Chinese President Xi Jinping (習近平) spoke by telephone on Friday night, reiterating their mutual commitment to denuclearize the Korean Peninsula, the White House said in a statement. Lighthizer can do so under Section 302 (b) of the Trade Act of 1974, which outlines the process by which USTR can initiate an investigation "by means other than petition", a senior official told reporters on August 12.
